Background and information
Association Rwandaise pour le Développement Endogène (ARDE/KUBAHO) is a Rwandan non-profit organization dedicated to improving the well-being of disadvantaged communities. Its mission is to promote and stimulate sustainable socio-economic development, with a strong emphasis on Endogenous Sustainable Development. ARDE/KUBAHO’s guiding principle is to support local initiatives that are rooted in the real needs of communities. The organization prioritizes sustainable and meaningful participation, ownership, and empowerment of local populations. Operating nationwide, ARDE/KUBAHO focuses on the following areas: Sustainable Agriculture and Environmental Protection; Water, Sanitation and Hygiene (WASH); Community Livelihoods; and Humanitarian Actions.
Currently, ARDE/KUBAHO has entered into a grant agreement with the Rwanda Green Fund, a public institution mandated to mobilize and manage resources that finance activities aimed at protecting the environment and natural resources. Under this agreement, ARDE/KUBAHO is implementing the project entitled “Enhancing Resilience to Climate Change for Food Security, Livelihood Improvement, and Sustainable Land Use Management of the Kayumbu Watershed in Kamonyi District.” A key component of this project is the establishment of an operational solar-powered irrigation system.
The implementing Organization (ARDE/KUBAHO) would like to engage the services of a firm to act as consultants for the construction/installation supervision of the establishment of an operational solar-powered irrigation system of the Kayumbu Watershed in Kamonyi District at 10 Ha to contribute to the development of climate resilient land and water management systems for smallholder households in irrigated lands.
Eligible firms/consultants are therefore invited to submit bids for the supervision services, ensuring quality and timely completion of the works, which are expected to be completed within Nine (9) months for the establishment of an operational solar-powered irrigation system.
The successful Firm/Consultant will work under the guidance of ARDE/KUBAHO in collaboration with the Rwanda Green Fund and Kamonyi District.

• Public Bid Opening: 17/10/2025 at 10:30 AM (Rwanda Time), ARDE/KUBAHO Head Office, Kacyiru, Kigali City, KG 569 St.
Qualification and Experience
The firm/consultant must demonstrate relevant experience through at least two (2) successfully completed assignments for at least 10 Ha involving the supervision and/or feasibility study of the solar-powered irrigation systems. Each reference shall be supported with adequate documentation (certificates of completion or service rendered) to verify the scope and magnitude of the works undertaken.
Mandatory requirements include:
• Registration with Rwanda Development Board (RDB)
• Valid Tax Clearance Certificate and VAT Certificate from Rwanda Revenue Authority (RRA) and RSSB
• Submission of CVs and academic qualifications of key staff
• Evidence of relevant equipment and technical capacity
•References and other supporting documents as specified in the Request For Proposal (ITB) and Bid Data Sheet (BDS).

Submission
All proposals (Technical and Financial) must be submitted electronically to: info@arde-kubahorwanda.org No hard copies will be accepted.
The Financial Proposal must be password-protected. Bidders will provide the password during the public opening.
The deadline for submission is 17/10/2025 at 10:00 AM (Rwanda Time). The public opening of bids will take place the same day at 10:30 AM at ARDE/KUBAHO Head Office, Kigali City, KG 569 St.
Interested Firms/Consultants can obtain the Tender Document upon payment of a non-refundable fee of RWF 20,000 to the GT Bank account number 217/178471/1/5101/3 in the name of ARDE/KUBAHO. After payment, Firms/Consultants must scan and email the proof of payment (bank slip) to info@arde-kubahorwanda.org ARDE/KUBAHO will respond with the tender document attached.
